In memoriam: Ms Catherine Webb CB, MA (Cantab)

We are profoundly saddened to announce that Catherine Webb, the College’s Bursar and an Official Fellow, died peacefully at Guy’s Hospital, with her family by her side, on Wednesday 19 August.

Catherine studied Economics at Emmanuel from 1997 to 2000, with a particular interest in applying economic theory to public-policy challenges. After graduating, she joined the Civil Service as a member of the Government Economic Service, where she worked on welfare policy, competition and economic regulation.

In 2011, Catherine became Counsellor for Economic and Trade Policy, based in Beijing. From 2019 to 2023, she served as HM Treasury’s Director of Operations and as a member of its Board. Her responsibilities included human resources, estates, IT, security and knowledge management, including work to establish the Treasury’s new economic campus in Darlington. In 2021, Catherine was appointed a Companion of the Order of the Bath in recognition of her public service.

Catherine joined Emmanuel as Bursar in February 2023. As Bursar, she led the College’s operational and non-academic functions, provided strategic oversight of its facilities, properties, investments and finances, and led College staff with dedication and distinction. Her death will be felt deeply throughout the College community and far beyond it. She was a much-loved colleague and friend, and a warm, thoughtful and valued presence in College life.

Her funeral will take place at West Norwood Cemetery and Crematorium on Monday 7 September at 11.45am.
